Sir,

I have the honour to forward en clair versions

of the telegraphic correspondence noted in the margin on the subject of the speciel censorship in connection with the outbreak of the 5th. Light Infantry at Singapore.

Your instructions with regard to letters for Ceylon and India are being observed, all such letters being censor- -ed, unless the covers are initialled by responsible persons in well-known British firms. As regards Vernacular letters, those written in Urdu, Gurmukhi, Gujrati, Persian, Punjabi, Pushtu, Chinese, and Japanese are censored at the Hongkong Post Office. Letters in Hindi, Sindhi, Hebrew, Armenian, Singalee, and Tamil are forwarded for censoring to India and Ceylon respectively.
